Abstract Under Idi Amin's government, institutions that served the public interest were dramatically under-resourced. An array of self-nominated, self-important, self-righteous people empowered to take on administrative tasks that, in an earlier dispensation, had been work professionals. Businesses and formerly under regulatory authority credentialled experts thrown open all at once for commoners operate. Everywhere there campaigns, as new regime made obscure technical issues into urgent problems demanding a resolution. Ugandans called upon defend cultures, struggle against imperialism racism, transform architecture economy. That is how came see themselves proprietors life. Their allowed claim equity over resources infrastructures. In their investments operations institutions, became custodians, petty authoritarians. proprietary sense responsibility was powerful inducement self-sacrifice. It also fuel demagoguery.
